Internet Explorer must have "Privacy" set to Medium High or lower to work. To check, from IE click on "Tools", then "Internet Options", then "Privacy". You can move the slider up or down. After making a change, you MUST close IE and start it back up to have the changes work.

Click on "Tools", "Options", "Privacy", then check box to allow cookies.

I do not have Netscape, so I do not have the path, but could be similar to the above.
